Vespasian 

Titus Flavius Vespasianus 69 - 79

The first emperor to come from non-patrician stock, Vespasian swept to power, ousting the emperor Vitellius, after a year of civil war following the death of Nero in 68. A frugal, even stingy man, he restored the empire's finances after the excesses of Nero. His prowess as a general, personal affability and lack of affectations won him the hearts of his subjects. He commanded Legio II Augusta during Claudius' invasion of Britain in 43. He died of natural causes, and was declared a god.

Pax represents peace and is  particularly appropriate on early coins of Vespasian, as he brought peace  after the civil war of 68/9
