As the emperor Justin II
became increasngly mentally ill, it became apparent that a regent was needed to handle matters of state. The Count of the Excubitors, Tiberius, was appointed Caesar in 574, and nine days before the death of Justin
in October 578, was raised to the rank of Augustus. A popular and generally effective emperor, Tiberius gained the fondness of his subjects through his liberality and generosity. Before he died, he named his successor as Count of the Excubitors,
Maurice, as his imperial successor. |
