Justinian I

527 - 565

Justinian was made co-emperor by his uncle, Justin I, a few months before the latter's death. Justinian had already been the power and brains behind the throne for some years. His vigorous reconquest policy recaptured North Africa, Italy and parts of Spain, expanding the empire to its greatest size since the fall of the West almost a century before. Justinian was also active in administrative matters, codifying Roman law into the Codex Iustiniani, which remains the ultimate basis for continental European law to this day.
